Housing for All Ages and All Incomes

A mix of high-density and mid-density housing will be delivered with for sale and for rent options, focusing on the “missing middle” of young households, large households, multigenerational households, and seniors. 


The development will provide walkability, community connectivity, and affordable housing options to the East Side community. Residents will live and thrive in a stable, safe home they can afford in a community of their choice  

Sustainable Living

The Heights is leading the way as the first large-scale development to achieve net zero carbon, setting a new standard for sustainable living. It was also selected as the first project of Minnesota’s new “Green Bank” to provide a district-wide geothermal energy system. 


The Heights will serve its residents with outdoor amenities including a 5-acre park, trails, wetlands, stormwater features, neighborhood gathering spaces, public art, and 15 acres of passive open space.

Jobs

This remarkable collaboration of public, private, and non-profit partners is a solution to the affordable housing crisis and a model for the State of Minnesota, especially in areas where resources are lacking. It brings vibrancy to Minnesota with more housing and more jobs. More for Minnesota.  


The Saint Paul Port Authority has expertise in attracting and protecting jobs in the City Saint Paul, specificially with growing light industrial companies that pay living wages and offer employee benefits and paths for advancement. Its goal is to bring 1,000 new jobs to Saint Paul’s Greater East Side at The Heights.

The Heights Affordable Housing Partnership has a shared commitment to providing high-quality housing along with high-quality design, materials, and amenities across all affordability levels. 


Affordable homeownership opportunities will unlock generational wealth-building for many individuals and families. The diversity of the product and people reflect the multicultural and multigenerational community it will serve.  


It advances racial equity, strengthens the community, and provides infinite opportunity to  residents, the Twin Cities region, and greater Minnesota.

The Heights Affordable Housing Partnership is working together to develop 1,000 new homes that will be a unique mix of housing for Saint Paul’s East Side multicultural community. The unit mix for a total of 1,000 new homes is as follows:

Twin Cities Habitat for Humanity

  • 147 homes, ranging from 30-100% AMI

JO Companies

  • 199-unit affordable multifamily, ranging from 30-60% AMI
  • 80-unit mixed-income multifamily, 50% AMI and workforce

Sherman Associates

  • 213-unit mixed-income multifamily, 50% AMI and workforce
  • 137-unit LIHTC senior multifamily, 30-60% AMI
  • 120-unit mixed-income multifamily, 50% AMI and workforce
  • 104-unit LIHTC multifamily, 30-60% AMI
